1. Applicant must be a high school senior or full-time undergraduate student at a recognized college or university.
a. A recognized college or university is defined as the following: Their primary function is the presentation of formal instruction and that normally maintains a regular faculty and curriculum and has a regularly enrolled body of students in attendance at the place where it carries on its educational activities. 

2. In addition to the completed application the following material will be required for consideration.
a. High school candidates - official transcript of high school grades for a four-year period. 

b. Candidates currently in college as a full-time undergraduate student should furnish transcripts of their most recent semester grades.

c. All applicants must have maintained a 3.0 average or higher on a 1.0 to4.0/5.0 scale. 

d. Applicants sponsors must send a copy of their current PES membership card with the application. Sponsors must be a PES member in good standing for two (2) years prior to applying. A member in good standing is defined in The PES Bylaws. 

3. Applications and transcripts will not be returned and become the property of the Police Emerald Society of Baltimore. 

4. Failure to supply complete and accurate information by the application submission date will disqualify the applicant. Applications must be received via USPS by March 31, 2024. 

5. Should the applicant be a recipient of a scholarship from another source this fact will not disqualify the applicant. 

6. Being a previous recipient of a Police Emerald Society Scholarship does not disqualify the applicant from future awards. 

7. Selection by lottery of qualified candidates will take place at the May PES Board Meeting.

8. Winning recipients will be notified by mail and awards will be presented at the June General Membership Meeting. 

9. All applicants must be citizens of The United States.
